If I bought my iPad from an individual who already registered it, how do I change the registration into my name?

Go to settings, general, reset, erase all content and settings. That will put the pad back to brand new condition, then go on with the setup process. Either as new, or as a backup from a previous device, if you had one.
I changed my Apple ID on ipad. Then I tried to change all apple ids. When I tried to do that it tells me the new Apple ID I'm putting in is already in use and it won't let me save the changes. Any ideas.
The original owner needs to sign out of it and erase it. See this article for information:
