Syncing iCloud, Outlook 2011, and Address Book

I use Outlook 2011 for the Mac for email. But to ensure my contacts sync across devices, I use Address Book for contacts, making sure to keep all contacts on iCloud. But it seems Outlook 2011 can only sync with addresses that I keep locally on my MacBook Pro.

So I am stuck. Either sync contacts across devices with iCloud. Or let Outlook access my contacts by storing them locally in Address Book. Or duplicate every contact I create - one in iCloud, one local.

Anyone have a solution?
