I have the same question.
I purchased a pile of gems from Clash of Clan and the Apple Co. billed me, but didn't give me the Gems I purchased. What to do with that. I tried to report a problem it did not work.

For anyone having problems with a specific game, you need to contact the developer of the game. Apple has no way of issuing you the gems. All they are doing is accepting the payment on behalf of the developer. Contact the developer to let them know you purchased gems via in-app purchase and that you have paid for them (you may have to provide a receipt) and they will be the ones to rectify the issue.

I, too, have been unable to make in-app purchases. This just started after buying a new iPhone 6s Plus. I tried contacting Support, but they never wrote back. Is there a phone number I can call?
App store has been declining my credit card which I know to be good and use frequently without problem. I tried entered different card. Same problem. How do I get this straightened out?
