If you've ran several tests and can't get it to vibrate when it should, then I'd back it up, import my photos and make sure my data is safe. After that, I'd erase my content and settings and set it up as new. If the phone vibrates, I'd sync my data back on and discontinue using the backup file. If it persists, I'd do a software restore in iTunes, set it up as new and test again. If it still won't vibrate, it's the hardware. Seek service. If it vibrates, then you had a iOS failure. Go ahead and restore your backup. <Mind you, sometimes it's a combination of the backup and the ios. So if you restore your backup and the problem happens. Remove the backup as well and just start as new.>
