If I sell my book for $2.99 I am asked to choose the appropriate "price tier" for the book in every country the book is for sale in. Do I select the tier that equals the customer price of $2.99? That would be Tier 3 for the USA.
Your choice to set same or different, apparently, but if you want basic parity, choose the same tier.
Tiers allow you to set the same level across stores without having to perform currency calcs - Apple makes adjustments from time to time for those, so you can set & forget.
You can select a different tier for each region if you like. I think you would probably upset people though if the price varies significantly across different regions. I just worked out what the equivalent amount was in each currency and set the price accordingly. From memory, that also worked out to the same tier for most (all?) regions.
