After Startup Chime, Apple Logo, Spinning gear, then the PB G4 1.5 reboots. The behavior continues until I manually force power off.

Try holding down the keys to reset PRAM during one of the reboots

and keep them held down until you hear the chime for the third time (after you hold the keys down). Then release and see if it starts up normally.
If that does not help, try resetting the PMU (power management)

If that does not help, try inserting your Mac OS X installation disc (for the currently installed system) and starting up with the C key held down (to boot from the optical drive). Do you get to the Installer screen?
You solved my question.
Previous PRAM and PMU resets were unsuccessful. Also, I reseated the RAM, targeted the PBook's Hard Drive from another Mac where DiskWarrior rebuilt the Directory and TechTool Pro repaired Volume corruptions. All proved ineffective in correcting the behavior. After booting from my retail Tiger installation disk, I chose Utilities > Disk Utility and was able to correct multiple permission problems and 1 volume error. Before the restart, I chose Utilities > Startup Disk and selected the Macintosh HD. Restarting to the desktop verified the issue resolved. Starting up and repairing from the install disk was the solution.
