Q: OS X Lion Server minus FQDN

I've seen others indicate that Lion Server works great as long as you set it up as a presence on the Internet on initial setup.

I need to set it up as a server which is only providing services to the local INTRAnet (such as iCal server).  It will not have an FQDN (fully qualified domain name) or have any ports open to it from the Internet (at least not at this time).

I have not purchased the software yet because of my concern about this.

Is it possible to setup like this?  If so, how is it done?  Can it be re-configured later if needs change?

Yes.  Why not.  Just fake DNS on the server itself.  It is the processes on the server that rely heavily on DNS.  So when you set the server up, set up DNS and then point the server to itself.  You can even use a fake TLD like .int if desired, as long as you never plan to allow access from the outside you will be fine.  Then, if you don't want to do split horizon DNS, config your clients to reach it via IP address.
