location services is greyed out so I can't turn it on.

The same thing happened to me. You have to also have to check 'allow changes' for "share my location".

Settings>General>Restrictions>Share My Location>Allow Changes.

Then the greyed out Location Services button will turn green and you can change the setting.

My location services are turned off and greyed out. I have tried to change the restrictions, but location services are still greyed out. No matter what I do I cannot change it.
