Apr 20, 2012 12:28 PM in response to urcxby KiltedTim,If you purchase an iPhone that is locked to a carrier, ONLY the carrier it is locked to can unlock it. Contact the carrier it is locked to. If you purchased the phone from an unauthorized source (e.g. ebay) then you will have to ask the seller if they know who it's locked to. If you can't get an answer, call Apple care. They may be able to tell you who it is locked to.
Not all carriers offer unlocking and most that do require that you be a current customer with at least several months of service paid, then pay a fee for unlocking. This is not an Apple policy. The policies are set by the individual carriers.
