If not, it's http://support.apple.com/kb/HT2052?viewlocale=en_US&locale=en_US and in it there is a link to Purchase the iOS 3.1 Software Update directly from the iTunes Store
which should open up your iTunes and take you to the correct currency point in the Store. I haven't read every single part of the document, but I assume you need to connect the iPod to iTunes when you make this purchase.
