Q: Itouch will not charge after cleaning with alcohol

Probably not.

Never put liquid in your ipod.

From the basics section of the manual:

"

Don’t use window cleaners, household cleaners, compressed air, aerosol sprays, solvents, alcohol, ammonia, or abrasives to clean iPod touch.  "

You're done.  You can treat it like it had gotten wet, because it has.  Alcohols are hygroscopic.  They pull moisture out of the air and leave it behind when they evaporate.

Water and electronics do not mix, so the chances are your iPod is toast.
