You can change the lanuage used by the iPad itself by:

Apr 21, 2012 2:34 PM in response to Jess784by lllaass,Go to an english speaking country that has the apps you want, change your account so it is associated with that country an then purchase the apps. You will have to repeat that for updates.
It is a copyright issue.
