websites are blocked in safari of my iphone 4, the message is error while trying to rate the websites using the filtering service.could some one help me out why ?

iPhone Safari DOES NOT use any rating filtering service. If you are getting this warning, it's coming from either your cell carrier (while on cell data), your ISP (while on WiFi) or your government.
Where are you located?
i am using it on cell carrier, lives in afghanistan
but the rest works i.e facebook, twitter and other apps
The filtering is being done by your cell carrier or government. Contact them.
