Different language log-ins? English and Japanese
Can I set up a log-in account for me in English and another log-in account for my wife in Japanese language?

Don, I don't own a MAC yet, but I am looking at buying one. The ability to change the OS language from English to Japanese and back determines if I will buy one or two computers for the house.
My goal is to be able to simply log in and have the desired language.
There is a setting available in OS X's System Preferences to be able to access the Input Menu in the login screen at startup. This would allow one to change the keyboard layout to accommodate different languages at startup.
The setting for that is located here: System Preferences > Users & Groups and then select the "Login Options" item in the lower left.
One thing I don't know is using non-Latin languages in passwords. I do know that the password function can have some problems with some Option and Option-Shift characters. I don't know if that would apply to your situation.

In OS X you can choose whatever interface language you want (among the 30 provided by Apple) for each account independently, so one computer will be sufficient for what you want to do.
You happen to have posted in a forum dedicated to OS versions from the 1990's, which did not have that feature.
