That can sometimes be caused by having an old version of QTCF.dll lurking somewhere non-standard on the PC.

Can you check something for me please? Do a search on your PC for QTCF.dll. How many copies do you find, and where are they located?

For example, on my PC, I've got one copy at:

C:\Program Files (x86)\QuickTime\QTSystem\QTCF.dll

(That's the normal location for QTCF.dll on a 64-bit Windows system.)

Download the Windows Installer CleanUp utility from the following page (use one of the links under the "DOWNLOAD LOCATIONS" User uploaded filethingy on the Major Geeks page):

http://majorgeeks.com/download.php?det=4459

To install the utility, doubleclick the msicuu2.exe file you downloaded.

Now run the utility ("Start > All Programs > Windows Install Clean Up"). In the list of programs that appears in CleanUp, select any iTunes entries and click "Remove", as per the following screenshot:

User uploaded file

Quit out of CleanUp, restart the PC and try another iTunes install. Does it go through properly this time?
