when i try to send a picture i have taken on my iphone 4s to anyone who does not have a iphone the picture does not go through but the people i am sending to can recieve picture messages. but the ones i send the same picture to that do have an iphone the picture goes through fine, why cant i send pictures to everyone?

I have had the same issue. From what I can tell, if i have the 3g data enabled the pictures go through to non iphone users. this isn't good for me because i only have the 200mb plan. The imessage feature between iphones uses the wifi network, which will allow photos to go through on a text message.
In the US, MMS messages (those with pix) do not count as data, even though they do use cellular data. They count simply as text messages.
Go to settings>messages and turn MMS on.
If it is already on, try resetting the phone. Also try sending a smaller file as MMS.
Your iMessage is working, hence you are able to send pics to other iPhone users, but for non-iPhone users the phone relies on MMS, hence it is not going through..
I have found by turning my cellular data on (settings - general - network) this lets me send photos to non iphone users.
i do not have that button under SMS/MMS all i have is character count. what do i do now??
I've tried all of these suggested fixes and have not found a solution. I have seen Apple blame carriers, but I have friends on Sprint, AT&T and I'm on Verizon - we all have this issue. Sending MMS to a non-iphone user will not go through! This is between different carriers, and same carriers. Cellular Data enabled, reset done, all suggestions I have found do not work. Help!
I have a solution! I got my iphone 5c only two days ago and just experienced this issue of not being able to send photos and videos to a user who did not have an iPhone/smartphone. Rather than resetting settings, I went to the Settings, turned on cellular data (which I had turned off previously since I was at home and connected to wifi) and then the files went through. After sending, I turned cellular data off again.
