What is cp. properties?

I have an external hard drive and a folder keeps showing up on it, despite my deleteing it. The folder is only a long list of number, within it are sub-folders and "documents." I can't open the documents by juust clicking the, so I used Preview and Text Edit. They made no sence to me. One of the docments is cp.properties. I've tried getting info but it doesn't show and extenstion. Does anyone knnow what this folder is for and why it keeps recreating itself? Thanks.
