Could not activate Cellular Data Connection
I have the problem in ipad 3 (new generation).
Whan i had ipad2 there was no problem.
What has the Official Apple say about that?

The problem is global.
Ipad3 have problem when switching from wi-fi to 3G and when changing towers
You will sove this issue by installing the new update iOS 5.1.1
