will the person receiving the text message with emoji characters see them even if they don't have emoji set up on their smartphones?

Quite possibily not. They will show up as boxes or other odd characters. That's why I always send emoticons the old-fashioned way. ;-)
A lot of unicode symbols work with other smart phones and also display on Windows and Mac OS X. Try some of these for example. I keep them in a notes file on my iPhone and just paste them into SMS's and tweets! Of course support for different symbols varies by plat for but the symbols below all work on windows. Just google for cool unicode symbols and see if the recipient see's it.
