Voice Over ... Help lock settings icon
is there an app or a way to protect the settings like have a passcode ...my son has been turning on the voice over. thanks!!!

There is no way to pascode lock the settings app or any of the other built in apps. you can enable some restrictions on the iPad - Safari, YouTube, FaceTime and you can restrict some content, but you can't passcode lock the apps.
