not enough storage
My wifes 4s say it doesnt have enough memory to take pictures

Then you need to delete things in order to make room. Go to Settings>General>Usage to see what's taking up the room and delete some things.

from what I remember it didnt have that many things on it.
Could 5200 emails be taking up space?
Of course
Deleted 1000 emails and still icloud has 1.8 gb avail
It wont back up to icloud cause there not enough storage
