Just wondering is it possible to upgrade the 27" imac mid 2011 graphics card from 6970 to the 6990?
If not is it possible to send it to apple techs to have this done as a paid service?

Contact Apple's Express Lane and inquire there.
The video card is separate so it may be physically possible to replace the card with the 6990, but Apple themselves will not perform such an upgrade. You'll have to find an independent authorized service center and ask if they can do that upgrade for you. The parts may not be available - Apple often requires the service center to return the old par which must be identical to the one used as a replacement - but you can ask.
