Configure the Time Capsule to allow its network to be extended (in Wireless.) Configure the AEX to Extend an existing network and provide the name of your network and its connection password.

An AirPort Extreme is pictured as the "extending" device, but the instructions for an AirPort Express would be exactly the same.
