So, ATV is available? And you have an iPad 3gen?
Dubble tap the home button and swipe to the right. Hit the airplay button and chose ATV, it should be an option to mirror your iPad screen.

mirror is not supported by the first ipad generation

Clarification: using the Ipad 3 with latest software and Apple TV with the latest software as well.
Also did the double click on home button, scrolled to the right and hit the airplay button and the IPAD and ATV are available, but the mirror option is not there. Even turned the ipad off and on with the same results.
The photos and video does show up on the ATV. The mirror option would be beneficial for viewing other items like notes, safari and other apps on the big screen the same way on the Ipad, since the other apps does not have the airplay button available, only the photos and camera roll has the airplay button.

you must select the apple TV first, then the mirroring option will appear.
I've had this glitchy issue happen to me too.
Try selecting other things to airplay to, then re-select the AppleTV, and you MAY get lucky and see the option to turn Mirror on.

I have similar problem. My apple tv @ iPad were working perfectly up until middle of last week. I could double click then swipe and click on mirror icon.
Now when I do that there is no mirror icon to click.
Both iPad & apple tv show they are connected to my wifi.
Was at sons house at weekend and icon was there on my ipad
