Internet Connection Not Working?!?

I did everything what this article told me to do and it said I have purchased my cellular data plan and now have a confirmation of my cellular data account. Some reason, I still do not have internet connection when I travel. Why is that? I have wi-fi but no internet connection when I'm out. Please tell me what's wrong!
