How do you report a problem when the problem is with the 'Report a Problem' link?

I've been charged twice for the one (gifted) App. When I follow the 'Report a Problem' link on iTunes (on Windows PC) it takes me to the 'Hmm, the page you’re looking for can’t be found.' page. How do I get out of this loop and get my money back?
