Have you tried to reset your iPod shuffle, if not then follow the below method:

1. Eject your iPod shuffle from iTunes, if connected.

2. Remove iPod shuffle from the USB port.

3. Move the switch on the back of iPod shuffle to the off position.

Tip: When iPod shuffle is off, the green stripe by the switch is not visible.

4. Wait 5 seconds.

5. Move the switch on the back to the play in order or the shuffle position.

The green stripe will be visible in either position. iPod shuffle is now reset. If after resetting iPod shuffle you are going to attach it to your computer, be sure to place the switch in the off position.

Since the iPod is only recognized while the external drive is plugged in, that points to a driver conflict. Without any other USB devices plugged in (minus your keyboard and mouse), have your iPod plugged into a high powered USB 2.0 port.

Then open up Device Manager and look for the unknown device. Right->click on it and choose Update Drivers (or something along those lines).

It wouldn't hurt to also make sure all other drivers and BIOS on your sytem are up to date. You may need to visit the laptop's manufacturer's support and downloads website to get the latest versions.
