I think so. I've not read anything about restrictions regarding connections between users in different countreis. There is a disclaimer on some of Apple's webpages that states that Facetime is not available in all countries, but presumably they are referring to the app itself and not the connection process.

The Saudi hotel Wifi was fairly poor, but the connection was superb. I'm particularly pleased that you don't hear your voice echoing back and there's no real lag time.
