Punctuation transcription

I have built a small website and used the IWeb blog function. I have posted to my own webspace but when I see my pages published on the web (only in the blog area) some of the punctuation does not transcribe properly such as ' shows up a series of question marks. Does anyone have any ideas how I elliminate this?
