how do I get a return receipt when I send an email in the Mail program?

There is no such facility.  Outlook will provide a receipt IF the addressee is on the same network.

This depends on how your recipient has his email program configured. Most email programs are configured to ignore recipt requests, if the program even supports them at all. In such a case, nothing you can do on your end will get a receipt returned from those recipients, no matter what email program you are using.

Apple's Mail program doesn't have an option to turn on receipt requests; likely because Apple knows the chances of receiving one are small because of what I wrote above, and doesn't want to be inundated with support calls of why the feature isn't working.

That said, you can add a custom header to outgoing messages that will generate a return receipt request. Google "mac mail read receipt" for the Terminal command you will need to enter.
