    Talk to your carrier. They are the only ones that can block calls.

    Find a silent ringtone on the AppStore or Internet, assign

    it to all your contacts as the default ringtone. Select each of

    the contact that you want to ring and assign them a different

    ringtone. Calls from contacts with silent ringtone still come

    through, but you will not hear them and they will end up in

    voicemail.
