I dont seem to be able to turn my iPad off. Even withthe cover closed or the power button pressed so the screen goes blank it beeps every time an email arrives which indicates it is still connected.

Pressing the top button or closing the cover only put the iPad to sleep. You will still receive notifications. The turn the iPad off fully you need to hold the top button until it says slide to power off the swipe that.
How long are you holding the power button? To completely turn off your iPad, press and hold the power button until you see the red slider to shut down then slide the bar and your iPad will be powered off.
To stop Mail from fetching mail frequently and running down your battery go to Settings > Mail > Your Account > fetch Manually

Which button are you holding? The round button on the front of your iPad, or the button on the upper right hand top of your iPad?
The round button on the front. The only way I can turn it on and off is to use the power button on the back
Holding the round button on the front, will NOT turn off your iPad. That is your home button. The button to turn off your iPad if the upper right hand top corner button. It is black and oblong. Hold that button until you see the slider to shut your iPad off. Slide the red slider and your iPad will be fully off.
That worked, thank you. However the home button doesnt seem to work. I can only get to home with a four finger swipe. Is it suppposed to be like that?
Your home button should work. Try rebooting your iPad. To reboot: Press and hold the home AND power buttons at the SAME time for about 10 seconds (this time ignore the red slider to shut down) until the Apple Logo appears, then let go of both buttons and your iPad will restart. You will not lose any data or settings. Once your iPad comes back up, see if your home button works.
That didnt work. When I hold both buttons down for a long time it eventually turns off but doesnt reboot
