I am putting together a video for presenting to festivals. Their codec requirements are the following: DVCPro / HDCAM / DVCAM / and DigiBeta. Is it OK to send it in H.264 delivery format?

No...because none of those are H.264 formats. Those are all TAPE formats. DVCPRO is Panasonic's DV format. HDCAM is high end HD tape format, DVCAM is...well...DVCAM. Digibeta is a sony tape format that is the standard of standard def. You'll need to find a place that can output your project to one of those tape formats, if you yourself cannot.
Thank you so much for your rapid response! What if I compress the movie using Compressor, in one of those formats they are requiring? Would that be OK?
Sorry, you don't understand. Those are CODECS that you compress to in Compressor. Those are TAPE formats, that you OUTPUT to. Like VHS tape...only professional grade. They want your project on tape.
E-Mail them and ask if you can send a digital file. And if so, what format they want.
Yes, I thought I had understood you meant the old TAPES, but it was hard to believe they'd still ask for that. I will email them to ask. Thank you again!!
None of those are really old. Most are still used. I deliver shows on HDCAM and Digibeta still today.
