Even when I hit the Green button on any window it never maximizes the screen size to fill up the screen and still keep the dock showing at the bottom?

Welcome to Apple Support Communities.
The green button in OS X is a Restore, not a Maximize. It wasn't intended to increase the size of the window to fill the screen.
First, hide the dock, using the Option+Command+D shortcut (or , Dock, Turn hiding on from the menubar).
Then you can drag the lower right corner of the Safari window to fill the screen.
Ignore.

So what is the problem that remains?
The green button is never going to maximize the window in the current implementation.
