I have tried restarting, using disk utility, I cannot access Users & Groups. When I try, I get this message:

Hi,
I also have this issue on an old iMac I have just setup with Lion (it wont take anything else!)
I have followed the above procedure - but don't see any guest accounts listed.
Do you have any other suggestions?

Have a look in
/System/Library/PreferencePanes/
there should be a "file" called Accounts.prefPane

Yup, I see it there, should I do something with it?
If you double click it, it should open Users & Groups.

Back up all data if you haven’t already done so. Before proceeding, you must be sure you can restore your system to the state it’s in now, even if it becomes unbootable.
Enter the following command in the Terminal window in the same way as before:
sudo dscl . -delete /Users/Guest1
You'll be prompted for your login password, which won't be displayed when you type it. You may get a one-time warning not to screw up.
Continue as follows:
sudo dscl . -delete /Users/Guest2
Test the preference pane again. If it works now, quit Terminal. If not, post again.

I have actually now fixed this. It seem to be related to the 10.7.5 update I installed. Re-installed and the problem is fixed.
