Q: Facetime does not work on my new ipad.

go to Settings > FaceTime

make sure it is on and you have added a valid FaceTime AppleID.

There are some countries where FaceTime is not an option:

This worked for me,

Go to FaceTime settings and login through your apple id.

It will ask for email address for verification. Give your secondary email address used in your apple account.

Voila! It will verify, then you can add your primary email address to FaceTime also.
