Ipod Touch 4th gen wont turn on, or install drivers properly...

I Have an Ipod I had recived from my cousin to try and fix. The Ipod does not turn on but the first time I plugged it in, the drivers installed correclty, but I could not restore it (error 1600) Then I tried DFU mode, that didnt work. So I then uninstalled the driver to try and re-install it, now it shows up as 'Apple Mobile Device (DFU Mode)' with a yellow exclamation mark and won't properly install the driver or show up in Itunes. Any ideas on getting the Ipod out of DFU and properly reinstalling the drivers? I've already tried re-installing Itunes for this. I have also tried every possible solution on this website for the 1600 error. Any help is appreciated. Thank you.

iPod touch, Windows 7

How long did you hold the buttons? Keep holding them until the Apple logo comes on. May take up to 30-sec. As far as Apple changing you, if it's under a year old, them may do it for free.

Right, but if the Ipod was broken, how would I have gotten into DFU?

EDIT: Just got out of DFU

EDIT 2: still getiing the 1600 error. Is is possible that because it was Jailbroken, will I have to reinstall the jailbreak then do a restore? (sorry never jailbroke before, don't really know what I'm talking about...Just thinking of ideas)

I have no idea, wouldn't it still turn on if it were plugged in, assuming th battery was dead? as I mentioned above in the edit, I had managed to get it out of DFU. Also, My computer does not recognize the ipod but Itunes does. I also have no 'Safely remove hardware' on my taskbar. One more thing, in device manager it is listed as Apple Mobile device USB Driver. Isn't it sopposed to say 'Mass Storage Device'?

EDIT: It's not my firewall or Anti-virus...any other conflicting programs?
