No one here would know, we're all users, just like you. We'll all know when Apple announces such.
Unfortunately, Apple have not given even so much as a hint as to when anyone outside the US will be able to use Siri to its full potential, like our American friends hav been doing for 7 months.
Considering 64% of Apple's revenue is from outside the US you might think Apple would do more to give its international customers feature parity with their US customers, but apparently not.
This is just one reason why Apple's spat with Google is making their products less desirable for non-US users. They could've set up (even temporary) content deals with Google to provide local business info etc, but it seems trying to avoid using Google as much as possible is more important than giving customers the full Siri experience, despite international customers paying just as much, if not more, for the same phone.
Almost 7 months on from the release of the iPhone 4S and not a single word from Apple about when we can use it fully. Not even a "we're still working on it" comment, or any small improvements to show some progress.
I wouldn't be surprised if international iPhone 4S customers never get it, and will need to buy the next iPhone model to get a "non-beta" Siri.
