I have an iPod and an iPad. I don't want the same songs from the iPod to be on the iPad. How do I create a new iTunes account on the same computer for my iPad?

You shouldn't need separate accounts. Connecting your iPad will allow you to make different choices than those for your iPod for what to sync on your iPad.
You really dont need to create a new iTunes account at all. You simply need to select the muisc for each device that you want to sync. You can change your sync options as often as you like as explained here.
You can select the Sync Only Checked Songs and Videos in the Summary Tab of iTunes.
