there is a round-about way: go to the web page you want, create a new Add to Homescreen icon making sure you've changed the description to what you want. Then delete the original icon. Not difficult, but Apple should have allowed one to edit the icon description - especially for those the user has created. I hope this helps.

You can't change the names of apps on your iPad's homescreen (only the app's developer can do that). If it's a Safari shortcut delete the shortcut and re-create it with the name that you want
