How can I permanently delete apps from the cloud .?

The cloud is essentially a history of all your purchases, history cannot be erased. Instead, you can hide the apps you no longer wish to see, you can do this in the purchased section of the quick links table in the top right-hand corner of the iTunes Store.

I have apps like people magazine that I do not want. They are hidden, but I would like to delete them altogether as I will not use them. How do I do that. I have not, nor will I, use these apps.

Your previous purchase history cannot be deleted as it is maintained by the iTunes store. All you can do is hide it so it won't appear when you check your purchase history. As Winston Churchill mentioned, you do this by opening iTunes on your computer, clicking on Purchased under Quick Links on the right. Select the category containing the item you want to hide, hover your mouse over the specific item you want to hide, then click the "x" to hide it.
