When I open her itunes store, it just says connecting to itunes store, but it never does. If her itouch is connected, we can see what she has on it, but cant get onto the store to purchase anything new.

It's sounding like a LSP problem (although the way it's only affecting one user account also has me wondering about a possible iTunes Parental controls issue).
Perhaps start with the following document (try running Autoruns while logged into your daughter's Windows user account):
Apple software on Windows: May see performance issues and blank iTunes Store
Are any LSPs (other than Bonjour) showing up in Autoruns? If so, could you let us know their names please?

In the Winsock Providers tab in Autoruns, as per the screenshot illustrating the instructions in the troubleshooting article I linked you to in my previous reply.

May 1, 2012 6:32 PM in response to mitchejby b noir,Okay ... we'd better revisit the LSP possibilities. Normally, I'd expect a LSP issue to be systemwide, not just confined to a single user account. But I've been wrong about this sort of thing before, and the "Accessing ..." hang is such a classic LSP-sort-of-symptom.
