Apps wont transfer to new iPad

I had the first iPad and have purchased a new one. I did a restore of my old to the new and cant not get apps to transfer. I checked the boxes to setup the apps to sync and keep getting a message that the computer is not authorized. I authorized it and it still wont do it.
