Flat Panel PPC with erased HD? How to load 10.2 from retail disk?

How can I load 10.2 (I have the retail disk) on a Flat Panel PPC with an erased HD? I have no other PPC only Duo Core. Disk reads good from Disk Utility (GUID etc) but stays the disk is not a start up disk. It appears the lack of a bootable disk is the problem but I how to create one from the install disk when it won't let me?

iMac PPC G4, Mac OS X (10.5.4)

Don't install older versions of Mac OS than what came with your computer:

Thanks for the reply. I have had VIII Macs and for some reason don't have the restore discs for this Mac. I also have OSX 10.3 and can try this but there is still no way to get it done. I do not want to invest any more in this computer. I will only use it for old OS 9 applications and files and early OSX software.


I do have an external HD but I can't get a system that will can work on the PPC to install on the external drive. "No earlier version of OS X on the drive".


I believe there must be a simple way to do this but I can not figure it out,
