I consider to buy the new I Mac but the smallest version. Is it possible to upgrade it over the years with RAM and all of that?

The new iMac can be configured with up to 16 GB but OWC has 32 GB upgrade kits available:

Apple charges a lot of money for memory. Buy an iMac with smallest amount from Apple, then upgrade it to as much as you want. Be sure to buy memory from a reputable source. In addition to the above http://www.Crucial.com/ also is considered a reputable vendor.
