I cannot find the button in the contract terms on my iPhone or on my Mac via e-mail. What an incrediable waste of time trying to figure this out. It would be nice if Apple would get the bugs out before introducing a new term requirement. I see from the questions that this has been an ongoing problem for some time and still is not resolved. Wouldn't the smart thing to do is to remove the agreement requirement until you had this crap fixed. Your company really stinks! What happened to Apple???

Have you figured it out because I just came across the terms and conditions and cannot find the accept button on my iphone
The registration process was really frustrating. I failed to registermy ipad the first time becuase I clicked the' send email with terms and conditons'. However when I began the whole registration process again I found the accept button right down at the end of the regisration page. If you click on the 'send email with terms and conditions' that email has no active link to enable you to accept the conditions and so you have to 'accept' from your ipad.

I had the same issue where the "accept" button never showed up.
I alleviated my issue by accident. I read a review that mentioned country bound issues.
So I decided to go to the manage>change country link at the bottom of my iTunes account page.
I changed it to the United States (even though I believe it was already set to that).
Then once again I tried to download an app in iTunes and on my iPhone 4s, and it worked.
I'm not sure if that was the issue, or if what I read about a massive influx of users attempting to use apple's servers or something like that was the problem. Either way, it works. I hope this works for you too, I know I was SUPERBLY frustrated after a day of the problem.
P.S. I downloaded the IOS 7 before updating my itunes to 11.1.
I think that caused the issue.
My first step after encountering my issue was updating my itunes to 11.1.
Then I tried to download an app and I accepted the terms and conditions on itunes instead of my phone.
THEN I changed the country.
PPS!! haha.
I turned my iPhone off while I attempted to download an app post-country change.
I'm not sure if that was important, but that's what I did.
also, the apps downloaded after all this will be in cloud FYI. Just download them to your phone from App Center>updates>purchased

I was having the same problem and tried changing my time zone to the same time zone (U.S.A) and it worked!

i'm having the same problem. it wont let me download on my macbook, havent tried it yet to my iphone and ipad. they say we should update the sw then the new terms and conditions would appear.
I am meeting the same problem. I cannot see Argee button. Can you show to the way pass this problem.
I reset my phone which I thought was going to be a horribly long process but it only took all of 5 minutes and then the agree button appeared
I wonder if, in some cases, the Agree button was there the entire time but was not noticed because it appears in a gray band at the bottom of the window rather than in the white interior of the window. (Apple used to be known for intuitive design. Once in a while, even the best mess up.)
I spent 30 min at an Apple store yesterday and they hadn't heard or seen this problem?!? I don't want to have to reset. Apple guy told me to wait a few more weeks & they will probably have a fix.
the terms dont send the agree button should be there if its not do this
reset all settings
settings-general-reset-reset all settings
now reconnect to wifi
settings- wifi- click network name- enter password - join
if issue persist back up and restore via iTunes
