i bought an iphone 4 off my cuzin that moved, and it has a password. i tryed connecting the iphone to my computer to restore it but it says it can't connect to itunes because the iphone is locked. what can i do so i can restore it on my own with my PC? HELP PLEASE!

You have to restore it as new to remove a passcode lock, not from a backup. This is done for security so if your phone is ever stolen no one could access your data if it has a passcode lock set.
