How do I stop photo stream to download photos, I just want to stream selected photos?

I am new to apple and trying to stream selected photos onto my apple TV. When I try to drag selected photos onto photos stream it say I have to enable photo stream first but when I do that photos stream starts downloading all my photos that I have stored on my mac? Is there a way to set the preferances so that it does not try to download all my photos? I have the photos that I want in my Iphoto library.
