I need the ability to reset users passcode in my organization.
is there any solution out there apple or 3rd party to help achieve it without a full iphone wipe?

Read the User's Guide or try a search of the forums, you'll find out there is no passcode reset.
The only options are either sync to the last computer it was synced with to remove the passcode or wipe the device.
There is if the device is managed by a mobile device management software. We use JAMF Nation's Casper Suite and can remotely lock, erase, wipe, push apps and unlock ipads as long as the profile has not been removed, the device at some point connects to the internet and the device has not been reset.

You are probably already using Exchange ActiveSync to manage devices. You can recover/reset passcodes using the management console. In some cases the user can do this themselves through OWA.

If users forget their password, you can obtain a recovery password using the EMC or the Shell. The recovery password unlocks the device and lets the user create a new password. Users can also recover their device passwords by using Outlook Web App.
