Perhaps first try a complete uninstall/reinstall as per the following document:

Removing and reinstalling iTunes, QuickTime, and other software components for Windows Vista or Windows 7

... but if no joy there, check on your .NET framework as per the following document:

iTunes for Windows: "Error 7" message when opening iTunes
